How to turn New Registration on or Off , i do not mean turn the site on or off becuse i know this could be done from the admin panel . but i need to stop new user Registration and open it sometime ... there is Manual way by remove the register.php file and Redirect the Erorr page to another page says the Registration closed .. but o would like to have this opition set from the admin panel .

In admin Preferences Main »» User Info Settings

Allow new user registration?
Select yes to accept new user registration

select no

..if you want to hide the register link you also have to edit

modules/system/templates/blocks/system_block_login.html
