How do I setup a block with an email address and an automatic subject in it.

It comes back with a 'forbidden warning You don't have permission to access /modules/system/admin.php on this server.' when I do this.

If you mean how do you go about adding a email links in a block with a subject line of your choosing for a specific email address, here's a sample code:

 <a title="sample text for screen tip"  
href="mailto:example@example.com?subject=Place subject here">Sample Texta>
