Why unicode UTF-8 display incorectly?

I just couldn't get my site to display UTF-8 correctly, anyone know why? Most of the characters are display correctly but a few of them display as a "�", I just don't know what I did wrong, can someone please help?

it seems you save those files (lang??) with ANSI encoding. you should save them with utf-8

You haven't done anything wrong.
That is the way they are suppose to be. You just haven't installed the proper character set on your pc.

Those with the proper character set sees them as they should and the translation works as expected.

Thank you very much for all the reply. I know acxactly what the problem is! irmtfan is right! My webhosting server is using ISO-8859-1 when I create a new file and it will save the file with "ISO-8859-1" encoding. That's why some of the character incorrectly displayed when the file is open. So what did to get arround this problem is to create the file and make sure save it as UTF-8 encoding, and upload it to the server using the ftp client soft ware and everything working great. Thanks all for your reply.
Here is the test files you can test out if somone encounter same problem
1. UTF-8 display correctly: test1.html This file is created on my computer and upload it using ftp client software.
2. UTF-8 display incorrectly: test2.html This file is created using the web hosting cpanel software.
