Thank you very much for all the reply. I know acxactly what the problem is! irmtfan is right! My webhosting server is using ISO-8859-1 when I create a new file and it will save the file with "ISO-8859-1" encoding. That's why some of the character incorrectly displayed when the file is open. So what did to get arround this problem is to create the file and make sure save it as UTF-8 encoding, and upload it to the server using the ftp client soft ware and everything working great. Thanks all for your reply.
Here is the test files you can test out if somone encounter same problem
1. UTF-8 display correctly:
test1.html This file is created on my computer and upload it using ftp client software.
2. UTF-8 display incorrectly:
test2.html This file is created using the web hosting cpanel software.
