Help with Pico 1.20! - How to create nice looking pages?

I'm in the process of transferring my static .html pages to Xoops.

I'm using Pico 1.20 and for some reason, when I tried to copy over the html pages, it looks really messed up. Been spending many hours and still not looking good.

Can somebody help out with Pico 1.20. I can pay for the time and effort.
