I've edited your post because posting the URL to a phpinfo() page is a major security risk for you.
After looking at the specs on the two servers, the first thing that stands out to me is the MySQL client versions. The old server runs 3.x while the new server runs 5.x. This very well could be the source of the problem.
The XOOPS core is compatible with MySQL 5, but not all modules are. If possible, I'd recommend contacting the developer of XoopsGallery and asking them if their module is MySQL 5 compatible. Doing the following search for
XoopsGallery MySQL 5 turned up 11,800 results, so I would say it's a safe bet the developer is aware that there are some issues.
