Where and how can i edit or customize this part of XOOPS that comes between logging in and entering the site, in most cases it says:
(Thank you for logging in admin, If the page does not automatically reload, please click here)

I know how to edit the language but my problem is how to customize the look and the position e.g to bring it on the center of the page or inside a block.

Any help?

The information is here and here

That page is not just the 'welcome' page - it displays after most actions (posting in the forums, adding an article, etc). To change more than the layout, you will need to modify language files for the system and all modules for the text on that page, and you will need to modify all the pages that call that page to modify the length of time it displays.
