How to anonymous can see Custom Block HTML menu

TO every body can answer.
I have a problem about XOOPS 2.0.15
I'm try create new Custom Block (HTML) menu but
anonymous can't to see it.

Please help me

under groups in admin

u can change who can see what

Go to administration menu/system/groups, select anonymous group-modify, scroll down to block access and find the block name of the one you created and place a check mark in the box, then submit change. It should be visible to anonymous now.
