hi everyone! Im looking to expand the area for registered users so they add additional images besides the avatar. I am also interested in adding a block or two that the users can modify and add content to. Is this something that can be done in xoops? What is the best option for this?

Try the Userpage module by herve touzard, that should do what you want (use the search, or browse the news in the modules category for more info on that module)
