How to display recent comment block on guest mode?

I'm using XOOPS 2.0.14rc1. I have a question...

How can I displaying recent comment block on guest mode like this site? On member or webmaster mode, that block appeared. But, on guest mode it didn't show up..

I have try to using system --> group, but I can't found anything about that block....

If it is showing up on other groups then it has to be in the groups admin. You must have just missed it.

It is located in administration/system/groups. Look in Block Access Rights and on mine it is Comments (ID: 10).
