Could be the php and MySQL versions - at 5...the recomended requirements are:

-----
To install XOOPS for the first time you’ll need to have the minimum following server software pre-installed on your host webserver:

*
HTTP Server (Apache or IIS) “Note, XOOPS only officially supports Apache”
*
PHP 4.1.0 and higher (4.1.x recommended) Note: PHP 5 may cause a problem until the next release. If you have PHP5 please check the Troubleshooting note.
*
MySQL Database 3.23.XX or 4.xx (XOOPS will have compatability with MySQL 5 in the next release.)

Before starting the install, be sure to have on your host webserver:

*
Setup the HTTP, PHP and database server properly.
*
The capacity to create a database for your XOOPS installation

(If you are a new user to XOOPS and creating websites, check your hosting company has or can create one if you can’t. If you are not sure ask them questions you have and they should assist you. The install script does provide this capability with the proper privileges).

*
A user account with the proper database permissions.
*
The ability to set the following directories and files world writeable: uploads/, cache/ and templates_c/ and the file mainfile.php
*
Turn cookie and JavaScript support in your browser on.

Since you are a newbie go to xoopsdocs and grab the released manuals too

Then when you have installed..... you have misplaced XOOPS and really if it yourspace, to put it in the root of the site, so you do not have a /html folder...
Also then when you reinstall, make sure the address is correct.... is what I would do, as thats what I did at first when using these systems
You could edit the mainfile.php to point correctly to the domain also, if you know what you are doing

Reupload the /modules/system folder (with all its contents). Looks like it didn't upload fully the first time...

Yeh it looks better anyways and more proffesional without /html, may not be cause of no admin... if it is your site you don't even need a XOOPS folder,
(You can build the rest of your sites into Xoops)
yet some where in when you set the address if pictures are missing and you can't acces things, i find that is normally i got the adress wrong, in some way..
