Now the problem is that that I want that guest can view forum topics without registering but can't reply. Now i tried and set all combinations of Global Access and all, but still if any guest tries to look inside forum, He's getting message

"Sorry You don't have Permission to Access this Area"

Why? Please help me.

EDIT: Ya and One more problem I'm facing. I am not able to use Digest Feature of Forum. And in Admin page I am seeing this

Digest notification
Should be sent out 19120879 minutes ago | Digest archive 0

What does this mean?

Not sure about the digest, but for the permissions you have to set Anonymous Users access in 'groups' as well as in the forum permissions, have you checked that the Anonymous Users group has access to the forum?
