Opening a new Webmaster account but i cant see the admin bar??

I have already an webmaster & admin account on my site but when i try to open one more it opens but i cant enter to admin page , please help!!??

How did you create the new webmaster account? Did you put it in the webmasters group?

i created an account gave him rank 7 and level 5 this makes him a webmaster with fullrights but despite of this the account cant access to admin panel :.(
