Can't seem to find answer - order of blocks

Currently my system has the user menu above the main menu. For the life of me I can't seem to find a command/function on the order of the blocks to make the main menu above the user menu. Could someone please enlighten me? Thank you!

from the blocks admin page, blocks are listed with weight. 0 will be at the top with lower numbers working down, so if you give the main menu a weight of 1 and the usermenu a weight of 2 then the mainmenu will appear above the usermenu.
