"Groups admin" permission problem

XOOPS Version: 2.0.13.1 (Does it with newest version, too)
PHP Version: 4.4.1
MySQL Version: 4.0.25-standard-log
Web Server Software (Apache/IIS/Other): Apache
Theme you are using: Default
Custom template: No
A full description of the issue:

When ever I try to edit the groups under system admin, I get the following 403 message:

Forbidden
You don't have permission to access /njhs/modules/system/admin.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

CHMOD Settings:
/public_html/njhs/modules/system/ - 755
/public_html/njhs/modules/system/admin.php - 755
/public_html/njhs/modules/system/admin/ - 755
/public_html/njhs/modules/system/admin/groups/ - 755
All files within /public_html/njhs/modules/system/admin/groups is set to 755, as well.

First, welcome to XOOPS!

Make sure all files except mainfile.php are chmod to 644. mainfile.php should be chmod 444.

I changed it to 444, but it still does not work. By the way, EVERYTHING works except that page.

Can you access the admin area at all? are the cache, template_c and uploads folders writable by the server?

Yeah I can function properly with everything except the groups part.

Also, I had Fantastico install it. I tried installing the newest version, and the same thing happened. Everything works except the groups administration.

Check and make sure there isn't a .htaccess file in that directory. If there is, download it (so you have a backup) and delete it from the server.

Sean, Is this a hosted site? Shared server or are you the server Administrator. I think it may be a server config error of some kind, can you get the admin to check the ownership of the files on the server and make sure they are set correctly.

clear the /template_c directory and then go to module admin and rebuld the system files. See if that helps. I don't think it will, but it's worth a shot at this point.

I would also side with Jdseymore on this one. Something doesn't look right. Maybe just reupload the admin.php file by itself?
