How do i set permisions for usual users so they cant acces some forum topics, photo gallery category, and other things from my site?

i use xoops: 2.2.3 final

Access to specific forum topics is managed through the forum module's permissions section. There you can set which group has access to which features of which forum.

Access permissions to whole modules is set in the 'Users', 'Groups' section of your admin panel.
