Is there any way to show blocks visible to webmasters and registered user to anonimous visitors in 2.0.13.1

Yes!

In the admin area, go to groups, and in the anonymous user group, select the blocks and modules you want anonymous users to have access to.

Thats it!

Can I put left and right blocks from center above center block, if you understand?

yes...but it requires a little more work than the previous one

This will allow you to place blocks above and/or below the main content of the page/module.
(Hello XOOPS core developers! this is something that should be included in the core from the get go!)

You could also go into your theme.html and postion the center-left and center-right blocks above the center block.
I know that sounds confusing but it's pretty easy. What theme are you using?
