Yes, CBB will allow anonymous users to enter a name as long as it is set that way in the prefs.
It will add the default XOOPS pref for anonymous users to the front of it, so you'll need to edit that as well to get exactly what you'r looking for.
ie: Guest_Adrock <--xoops anonymous user added to front of chosen name in CBB post

(Another option would be to bend a simple blog to your liking and use that as the 'message board'. Pop'n'Up Blog by bluemoon can be set for anonymous posting...)
