If you want to edit the layout of your site (header/footer), you'll need to edit the theme.html for the theme(s) your using. I assume you know html, so I'll leave it at that.
Then you'll need to do the stuff on this page:

Choose block type: Left, Right, Middle, etc
Weight, which is relative to any other blocks in have on the page.
Which page(s) people can see it in.

If you want to cache it to save MySQL queries, then do so.
