Deleting blocks

I have a feeling I'm going to slap myself when I get the answer, but it's driving me crazy at this point-
how do I delete a block totally? so that it disappears off the Blocks Administration list?

If you mean "Module" there you are!
If you mean "Block", note that not all modules have blocks and blocks can be visible or not from the Blocks and Groups administration in System admin.
