Me and a few other people are currently working on a theme site for window managers and are looking for a cms that can accomplish the following.....

public uploads allowing:

-screenshot
-the actual theme file
-description
-license

and download section that shows the following:

-thumbnail of the submitted screenshot(clicking the thumb will bring up the full screenshot)
-download link next to the thumbnail
-displays license
-ratings
-reviews/comments

Can xoop accomplish this (or a module)

Take a look at WF-Downloads It's what is used here on the XOOPS site, and does everything you asked.
