If a module uses the standard XOOPS mechanism for displaying date/times, the previously FAQ applies. Otherwise, you'd have to look at the module's code to see how it displays date/times.
I found the call formatTimestamp($time,"m") in modules/mylinks/index.php (XOOPS 2.0.10), which displays a date/time using the _MEDIUMDATESTRING format. Perhaps there are other places in the module where it doesn't use the values from language/-/global.php.
