FTP Permissions Problem

Hi!
I finally reinstalled XOOPS and I'm using Seagull FTP to delete News 1.1 in order to install a fresh copy of News 1.3. The problem is that when I try to delete the files, it says, by example "DELE archive.php - 550 archive.php: Permission denied - Unable to delete file", and if I try to change the file's permissions, it says, by example "SITE CHMOD 777 archive.php - 550 archive.php: Operation not permited".
Anybody knows if I'm doing something wrong or the server's webmaster this time didn't authorize me to delete files or change permissions?

Ask your hosting company if you are allowed to change the file permissions. Explain what you are trying to do, and the ftp program you are using to change permissions. It sounds like it might be a server issue, but they might have some tips to help, if you give enough details...
