block administrator - anonymous users group - modules missing

When I go to add certain modules that I've installed to the anonymous users group, they don't appear in the Yes/No/All list, so I can't use them before login. How do I fix this?

the permissions for accessing modules / blocks are not controlled in System -> Blocks. Permissions are configured in System -> Groups instead.
