Email Notification not working

I have XOOPs setup on a Windows 2000 PC running Apache and the site is working properly, but I cannot receive notifications via email. The notifications work fine if I set them to PM and I can send email to users via the admin menu. Also, the contact form works fine. However if I set my notification to email, I do not receive any emails.

Any ideas why this is not working?

Mail setting is SMTP.
