I have pages added static, linked to the main menu.... how would I add a block or multiple blocks to that page? It's not listed in the blocks admin.

does each individual page have to be made into a module in order to add blocks to it?

I had just asked the same question. Read the post for the code. In the end, it worked great.

I looked threw the code examples there... each of the links on your custom menu leads to a module tho... my links lead to a plain HTML page that is not a module...

were you able to add blocks to plain HTML Pages that were linked from that menu?

I imagine that you can add the link to to html if you want. I don't see any difference between the modules and any other reference.
