on my forum page the forum goes on the bottom no matter what weight i set all the blockes on that page. whats the deal?

The blocks (CC-CL-CR) positioning are linked to the used theme. If you take a look at your theme you'll see what I mean.
Since these blocks positioning come before the actual content of that specific module, in your case the forum, the forum will be pushed downwards.
This happens if you say the blocks should be vissible on ALL pages.
The blockweight only influences the positioning of the blocks above the content.
