occasionally when my page loads up i get the message
"ERROR: requested index [-1] out of bounds [23] "
appear at the top of the page.

Does anyone have any idea what this could be?
I cant remember seeing it before Xoopsgallery mod was installed,

Try searching the forums for "requested index out bounds". I saw a number of other posts that may help.
