banner, won't resize!

Hi, I tried resizing the banner "logo.gif" and it won't resize at all! well apart from making it 1% small sheesh :/

what i've done is used dreamweaver set it to 100% width save reupload still the same, made it 1% changes and I can barely see it with the naked eye. It won't strech - cover the whole page! I've been trying to strech it for about 1hour. No luck.

So, I said ok time to find the real problem - So what I did was download style.css and find this line: "td#headerbanner {width: 100%; background-color: #2F5376; vertical-align: middle; text-align:center;}" I then deleted it and the color that was originaly there that covered about 80% of the website(width) was successfully removed. Ok I said, now time to find how to strech the banner right across, no luck! So please help me i'm really annoyed at this :(

Resize it in Dreamweaver (theme.html) and then go to administration panel, General settings, and set "Yes" to update templates from themes ....

the logo.gif isn't a banner.. it's a logo image file..

the banner is the banner itself (or in laymans terms, an advertisement) that u see flashing at top of this site..(can't understand y people confuse a site logo with a banner)
