this was a problem from the start, I am hoping I just overlooked something. I have nice hosting, but ftp only in java, no ssh, so it is hard t get things done, I am also on diaup. OK here is the PROBLEM: in Blocks Admin, I specify something and it applies it to all groups globaly, I do not feel this is correct. example, I want a certain block in the center top for unregistered users, but once they login, that block is on tthe bottom or gone completely. I upgraded from 2.0.7.1 to 2.0.9.2 and things appear to be even ledd correct. One implementation I use is a custom php box / block that pulls my blog from another site, I only want it on one page, but it won't do that either, it's on all or none. The modules that are static across the site do not hold the alignment per group, example centered for anon, then login and it moves to the right, or to the bottom center, when I specify such things, it sets them for all groups... or am I expecting too much? If I am, then what is the point of the group selector on the bloacks admin page!??

The groups selection in the blocks admin page is 'just' for sorting purposes. All it does is show which blocks you have set as visible for that specific group.

You need to set the block access rights for every group in the 'groups' administration pages. There you have to check every block you want a specific group to see and save these settings.

I hope that helps

well the bar on the top is virtually useless and misleading... so I guess I am screwed - my only other option is to make a simple module (that I can clone and use multiple times) that link directly to blocks, but I have not seen anything that is clear cut on this approach, or is there a super leet unspoken XOOPS bible, because I have seen people do some amazing things on XOOPS driven sites. I emailed a few of the admins asking what module / how did you do.. no love on that either. That sounds kinda confusing, in short I need to list html / php blocks in the main menu and have them go to a section where I can spec the extra blocks for that certain link.

is there a module / 3rd party block+group admin where it gets all layed out at once.. I have noticed so many bugs in the current one (2.0.9.2)

I'll agree there are some bugs but most of what you describe aren't bugs. A little hint, default rights for new blocks and modules are set to all the groups the admin is a member of. So if you are configuring the server as a user with all sorts of group memberships you'll have a lot of unclicking to do. Create a webmaster user that is only a member of Webmasters and Registered Users. much easier that way.

I think if you step back and look at the structure you'll see it is easier than you think. The admin isn't the best interface (especially with lots of modules and blocks) but some practice makes easy.

The other things you are trying to do don't make sense to me. You can accomplish what you want with the system as it is.
