Jedit is ok. Don't forget to check out the plugins (bufferlist is a must).

tryhttp://winsyntax.com Not the most comprehensive of php editors, but definitely the fastest for minor edits and viewing.

[EDIT: oops, thats a changed link...] anyway its by Arisesoft

Not quite free, its shareware.. but ultraedit is the bomb. Will never touch another text editor again.
