Integrating user menu into theme

Sometimes I wanted add "User Menu" (or Main) into theme (instead of hardcoded links) as additional header toolbar, but... Cipy block content and get nothing . Where is my main big error?

I may be wrong, but, I think that you would just link to each module. Like:

http://www.yoursite.com/modules/name of module


You would probably lose submenu functionality on some modules.
It should work.

This way I'll lost main reason for integrating real menu instead of static links - dynamic nature of menus
