I have uploaded and Installed XOOPS, All i get is the Foot and the Banner, There is no Links to Login or a Link to the Admin Panel, Can someone please help me.

There are so many possiblities - have you checked (thoroughly) the forums themselves? There must be a question a day regarding blank pages and stuff after an installation.

If you still can't find anything to fix it, repost. In the meantime, quick suggestions...

Have you got cookies enabled?

Is your firewall blocking URL Redirections (again, loads of posts on that).

Are you hosting the site yourself or is an ISP hosting it for you? If you're doing it yourself check all the NTFS permissions (IUSR[MACHINENAME] and IIS permissions especially). If an ISP is hosting it ignore that one.

Have you 'chmodded' the appropriate folder and files with the correct permissions (usually 777) so that XOOPS can read and write from the folders and files it needs to? This is vital!

If its a fresh install (which I guess it is) try re-installing from scratch and follow ALL the instructions VERY carefully - the slighest omission of something can bust your site.
