NY Missing Persons

Hello, I am need of a module to make a missing persons & unidentified remains case file index for the above site.

To get an idea of what case files are currently like, please visit here.

Basics of the module I need :
or a hack of a current module)

1)Text link and picture link indexes of the cases
2)ability to list the cases in more than one category.
3)each descriptive detail to be searchable from a search form using drop down menu's.
(example: you can search for a white female missing since 1977)
4)a easy to use module admin area (i am new to php)

I am currently tinkering with a couple of shop modules to see if I can modify them to suit what I need, but since I am new to xoops, I may be wasting my time.

I was hoping someone could help in either modifing a current module or creating a new one for me.
