How to change the whole top banner?

I was just wondering...how do you change the whole top banner? Not just the XOOP-powered by you logo, but the entire top part?

Once again, help is greatly appreciated, thanks.

You need to look at the theme.html and/or style.css files in the theme you are using. The theme.html file will give the overall layout of the site, and the style.css file will tell how things like tables, links, fonts, etc. are formatted.
