Yes, I think XOOPS would be the perfect thing for your website.

You don't need any specific tools. Just a lot of patience. If you designed that brinkster website, your well ahead of me when I first started using this stuff.

The red bold print on the home page is a link to XOOPS 2.0.7 Click on it and download the package. You may like to visit the Documentation site (link below) and read some stuff about XOOPS before making youyr website. Look at official documents link and select suitable articles. Also XOOPS for Dummies is well recommended.
