Anything is possible, but they aren't using XOOPS to do it.
They are using Nephp Publisher, which is a commercial CMS product...starts at $100, and goes to over $500.
Nice thing about Xoops, it's free! And it has many themes to use or customise, plus you can make your own layouts.
If you wanted a layout like that, it could be done, sure, but you'd likely need to learn a bit first. Like, that mouseover menu they have? it's CSS, not normal Javascript.
Rather nice though.

http://www.xoops-themes.org they have over 200 themes to preview/download. (halfway down on the left side is a theme preview selection box)
