Building a site with content including...a respository of documents. The docs will be fixes, tweaks, knicks, snippets, hacks, etc.

Looking for suggestions on a good module or PHP script that will provide good structure, i.e., an outline of docs with seachable index.

Need to allow user upload images, with image resizer.

Need permissions and submit approval, or broad based permissions tools.

Cannot allow HTML so a WIKI and SPAW editor are probably not possible.

I realize there are plenty of mods that might work fine, but I'm very concerned for acquiring a viable tool to start. The amount of information processed by this tool will entered by regular web type users, and the size of the files could be quite large.

If you've got suggestions I'd appreciate reading them.
