3.5.3.1. Managing block placement

I know I must seem stupid however although I found the heading for Managing block placement, there does not seem to be anything there. All I need to know is how to move blocks up or down on either the left hand side or the right.

Easy Use the block's weight settings in the system admin -> blocks page, the heigher the weight, the lower the block.
