Well i have just installed XOOPS on my server, but when i goto admin.php it says i havnt got the rights or something along those lines, so i am wondering how i get into the admin control panel?

How did you login your admin site?

supposely there is a login block.
just enter the username and password when you install xoops.

then there will be another block, the user menu block which you will see Administration.

you can't login by typing http://www.yousite.com/admin.php if you haven login wif ur admin account.

If you don't see the login block... you can login on the page http://www.yoursite.com/user.php and then choose Administation or point at admin.php...
