chgmod for Xoops 1.3.10

I am in the process of moving to a new hosting company. I restored my 1.3.10 XOOPS system from backup, but get the following error message.

Now, I am wondering if this has something to do with permissions. I remember that somewhere in the installation there is a step to chgmod some directories. I have searched this site and cannot find the information. Can anyone help or point me in the right direction?

It looks like it may have something to do with your path structure.

Double check to be sure that mainfile.php has the right information.

I double-checked mainfile.php, just to make sure. I believe that the path is correct. I did have a problem with the path earlier (before this error) and I had a lot more error messages. I corrected the path information and am down to this error now.
