Adding HTML Blog only shows for registered users

I am using version XOOPS 2.0.5.1, just dowloaded it a few hours ago.

I am having a problem with submitting a new html section at the top of the page (below the header) by adding in blocks this section.
I have been attempting to add this section for "anonymous users" so that it would show up on "all pages" including for anyone that comes by the site. Just like on my old PostNuke site, I wanted to add a small message that set a tone for the site.

For some reason, every time that I place this in the anon view, it gets moved over to the registered users view.

perhaps I am doing something wrong... this is my first time. but it is starting to look like a bug given that I hvae fought with it for such a while.

I see where I went wrong... funny... after posting, I figured out a different way to attack the problem.

My group permissions for anonymous would not allow this new block of html to be seen by the anonymous group. I get it, when I submit a new html block, i have to allocate permissions back in the group area for that to work.

Just takes time to figure this out.
