Admin menu will not generate

I have installed XOOPS everything went smooth as silk but when I log in and hit administer it takes me to a page saying it is the first time I have tried to administer the site. Problem is when I hit submit it goes to another page says it is generating hte menus but then it comes back to the submit or cancel page. Any ideas?

CHMOD the cache/ folder in your XOOPS root dir to 777, all the files in it to 666.

CHMOD as Herko said - also check your HTTP Referrer permissions in your software firewall (if any)

I CHMOD the dir to 777 but there are no files in it. The firewall is just an iptables firewall and should not stop anything statefull.

I am getting desperate here any ideas. I also tried installing with an older version 2.4 but the same thing.
