Does anyone know of a way that I can make new blocks visible to the anonymous group by default?

At first I liked the fact that content was hidden untill it was explicitly stated to be shown to all visitors, but on a site with daily updates it becomes an annoyance.

Does anyone else find this annoying?
Does anyone know what files need to be edited to do this?
Have the devs considered making this an option in preferances, (I think that would be ideal)?

I have never run into a situation where I needed to create new blocks on that frequent of a basis. However for the not-so-faint of heart, take a look at
/modules/system/admin/blocksadmin/blocksadmin.php in the function save_block. In particular, those running XOOPS 2.0.5 take a look at lines 212-217
