I am facing the same problem still after upgrade to 2.3.2b.

No need to edit the custom blocks for a while. Today when I went to edit a block showing up fine on the site, there is no content, just the title of the block.

I have updated the system module with no effect. Does the change suggested by brau present any issues?

Is there another solution?

Any debug errors?
Can you look at the database and give us the value of 'block_type' for that block?

What was the XOOPS version before the upgrade?

It was 2.2.4 originally. I upgraded to 2.3.1 and discovered the problem then. That started this thread. I just upgraded from 2.3.1 to 2.3.2b.

No debug errors.

If I turn on the smarty debug, I get information that is meaningless to me.

Database block_type is "char(1)" and the value for the block type is "C".

I had already a presumption of that.
It seems 2.2.4 can not be directly upgraded to 2.3.2b (See also this thread).
Maybe it is correctable by setting 'H' as the c_type for some blocks.

I misread your post and changed the block_type from 'C' to 'H' and then back again.
The c_type is 'S'.
I tried editing it and it showed up but now seems to be missing again. All very interesting to me.
That was the last custom block from the 2.2.4 days. The new ones seem to behave properly.

Do you suggest that I install the latest Altsys as noted in the post you mentioned or am I likely out of the woods if I don't have a need for the Custom Blocks created with 2.2.4?

No, I believe the AltSys and blocks are two different and unrelated problems.

If there is only one custom block behaving badly left, you may try to recreate it. This may also give a hint on what the correct settings should be in the database for some fields.
