No, it's not frozen.
I just visited it and it was incremented (now 5 visits).

What you have to know is:
- There is a cookie which is set into the user computer, to prevent multiple counting of the same visitor.
- The code above, prevent the Admin to be count.
- When a visitor have the cookie in his browser, he is not counted anymore until the expiration of the cookie (which can be set up in the admin part of the module).

If you're looking right, you can see that the number of "Total Pages" is incremented each time.

Now you have this:

Average Visits per hour: 0.13

Ok, I understand...and your english is good enough...so if I set this cookie at 10 seconds...what you are saying every 10 seconds it will update another hit if I refresh every 10 seconds?

Well., I tried logging in as another user...it did not update...I set the Module Cookies to 120, 2 minutes..and set the Cache time for the Web Stats block to 30 seconds...how long do I have to wait before an update of the counter?

I don't really know, because I don't use any cache time with this module.
