I don't have a copy of the docs that are mentioned but I have a Detailed Step by Step Guide on my site that walks you through installing everything you need to run XOOPS with IIS.

Installing XOOPS on IIS

Very nice guide.
However, it's a bit old, isn't it? First page has some links to old XOOPS packages and talk about issues, which shouldn't be there in 2.0.5.1

Apart from that it's very nice work.
