ip bann doesn't work?

Hi all!
Unfortunately, I had to bann a user from my site today. I had his ip address, and entered it in the General Settings --> "Enter IP addresses that should be banned from the site." Ofcourse, I separated with a |.
But this user can still visit the website, log in etc.
How is this possible?

Is he on the same IP?
Did you set the "Enable IP bans?" to yes in preferences? It is not enough to add it to the text area, the setting must be enabled as well.
