Try to use phpmyadmin to solve your problem.
Do you have a normal user with access?
(if not register one)
Then enter your database.
- look for the table xoops_users
- find the user you want to make an admin and click edit
- change user rank to 7 and user level to 5
- note the uid of your current user
- look for the table xoops_groups_users_link
- edit the line with your user id and change the field group id from 2 (registered) to 1 (webmaster)
logon and try if it works.
If it is ok enter group administration and add your user to the registered users group.
As i never have done this myself i would be interested to hear if it works this way
