Would anyone like to help a non profit project to set up a site like this.
It is to find homes for abandoned pets mainly...

Looks like PHPNuke to me.

Getting people to help requires some effort. You can create your basic site and we'll gladly help with CMS issues, then all you'll have to do is find people wanting to invest time and energy in your cause. Not so easy, but feasible
